From what I've read...it's biggest in France
I can't speak for The United Kingdom of Great Britain and all the rest. But anime and manga, in terms of Europe, are probably hugest in France (Totally Spies, Oban Star-Racers, W.I.T.C.H., Code Lyoko Marathon Animation, all from France and heavily influenced by anime). The most influential French comic book artist and one of the most popular comic book artist-writers in the world, Jean Giraud Moebius is good friends with Miyazaki, and has influenced a LOT of contemporary Japanese artists (like OTOMO). Also, I own some untranslated French Tomes I got online, and a lot of them actually look very similar to anime (heavy usage of vibrant color and lighting, and lots of perspective). That's pretty much all I know...
