mr. po po's character design is reminiscent of black face minstrel shows seen in the american south and it had to go under redevelopment to be suitable for broadcast, since it had racial connotations. in the original cut of dragon ball z the animators thinned his lips. i just saw a pic that says the blue po po is from the 4 kids dub of dbz.

You ruin an anime by dubbing it -.- subbed version is much more accurate and less annoying.
