Well even though I hate the pink homicidal pink blob I gotta say he does since Broly just destroyed EVERYTHING. Plus he was just insane while Buu just beat everyone and he even killed everyone on earth.

There are only 4 levels of Super Saiyan: the 3 canon (appeared in the manga) and the 4th level in GT. Broly is the legendary super saiyan, but he was killed off in the 2nd movie (and I don't think his tale was ever shown in his adult form, all saiyans had theirs sticking out of their pants so it is safe to assume he doesn't have it. The highest lv. he could go then is super saiyan three). Frieza was killed off by Future Trunks in ssj, cooler i forget what lv they went to to defeat him in his second movie. So who would win in a theoretical battle between SSJ3 Broly and Kid Buu? Probably Broly.
