Help finding the name of a movie

I remember seeing a manga movie in school which was pretty dang good, not sure, but i think it was korean.All i can remember 'bout it was that i was supposed to be about the world climate/crisis or something like that(but i didnt see it like that), man hard to explain, but.Oh yeah! I think it was a boy and a girl, both young. They were living in an isolated city and were naturally curios to what was outside. When they get older, and manage to 'escape', they can't go back home, so they're beeing chased alot.I also recall the bad guys finding the good guys' hideout(?), which was an abandon shipwreck.
