Since a cyberbrain is basically a human brain with a computer built into it, your brain could handle all of those cybercom transmissions since you need a cyberbrain in order to intercept transmission of that nature. As for the truth and lies part, cybercom transmissions are not what people's subconscious thoughts are and one could not distinguish between the two.
