How to contact Shirow Masamune

Does anyone know how I can contact Mr. Shirow Masamune or the publication office? I have a character I have been developing for about 3 years or so for Ghost in the Shell and I want to see if Mr. Shirow Masamune would be interested in this character. Any help would be much appreciated.

Ghost in the Shell is this:

The unit specializes in fighting technology-related crimes. Kusanagi may be named after one of the three Imperial Regalia of Japan, and Shirow makes reference to them at the end of the second manga.[citation needed] Although supposedly equal to all other members, Kusanagi fills the leadership role in the team, and is usually referred to as "the Major" due to her past rank in the Japanese Self-Defense Forces. I'll try that recording studio that was on Conan O'Brien. I did try that Google search site, however I guess that e-mail address for the Japanese e-mails doesn't exist anymore for some reason. I'll check out that fan site though. Maybe they could supply me with the contact information.
